The Seminar is jointly initiated by Sichuan and Chongqing which invites the administrative authorities of radio and television from western Chinese provinces and regions, as well as film and TV production organizations to participate. They will also promote unique film and television policies, resources, and excellent cultural and tourism film and television cooperation cases, seeking mutual benefits.

Systematic sorting and interpretation of radio and television regulations and policies will be provided by the training session, while centering on the study and education of Party history, knowledge of laws and regulations, education on professionalism, and requirements for moral and artistic excellence. In view of industry problems such as remediation of inferior artists, high-priced remuneration and dual contracts, the relevant department heads of National Radio and Television Administration will be invited to give detailed explanations of the related policies. Senior experts in the industry will also be invited to give lectures.
